Critically examined - plant protection products

The BVL is responsible for authorising plant protection products in Germany. In this process, the BVL is responsible for risk management, i.e. for authorisation decisions and administrative measures to protect both humans and the environment. Furthermore, the BVL acts as the national coordination point in the European cooperation to evaluate active substances in plant protection products and to determine maximum residue levels. It lists plant resistance improvers and adjuvants which are permitted in Germany.

Electronic application

Applications for the authorisation of a plant protection product and applications for setting or MRLs can be placed electronically. For that purpose, a registration at the BVL is necessary.

Notification of sales and exports of plant protection products

Manufacturers and distributors of plant protection products are required to report domestic sales and export amounts to the BVL. The BVL provides forms and explanations for this purpose.

Notification procedure for plant strengtheners

Plant strengtheners are a separate category in plant protection law. They may only be offered for sale after the person who places the plant strengthener on the market has notified this to the BVL.

Approval procedure for adjuvants

Adjuvants are added to plant protection products e.g. to improve wetting of the leaf surface or to reduce foaming. Adjuvants are approved by the BVL for a period of 10 years.

Legal framework

The placing on the market of plant protection products is harmonised in the EU by Regulation (EC) No 11007/2009. Plant protection products, plant strengtheners and adjuvants are regulated nationally by the Plant Protection Law and various Ordinances.
