Application for authorisation and extension to minor uses

This section applies to

  • Applications for the zonal authorisation of a plant protection product (Article 29 of Regulation (EC) No 1107/2009)
  • Applications for mutual recognition (Article 40)
  • Applications for the renewal of authorisation (Article 43)
  • Applications for extensions of uses for applications according to Article 29 and 40
  • Applications for extensions of authorisation to minor uses (Article 51)

Applications

Applications consist of the application form and the enclosures. The application form must be submitted in electronic form via the BVL applicant portal. Information on registering and the link to the portal can be found under 'eApplication'. For basic applications, the form 'Application for the authorisation of a plant protection product' is to be used. For applications for additional uses for plant protection products and for extensions of authorisation to minor uses, the form 'Application for the extension of authorisation' should be used.

The enclosures to the application are to be submitted on CD-ROM or DVD in the form of a CADDY dossier (one copy). Information on compiling CADDY dossiers can be found below. Applicants who have no possibility of compiling CADDY dossiers can apply to submit the documentation to the BVL on paper.

As of 1 January 2016, revised templates for the draft registration report have to be used for applications for authorisation as well as for applications for extension or renewal of authorisations for which the data requirements of Regulation (EU) No. 284/2013 apply. The new templates are available in the table below.

Detailed information on submitting applications and compiling the corresponding documentation can be found below in the instructions for completing applications. Below this you can find the “checklist for applicants” which helps to avoid common mistakes when filling out applications.

Advice

Applicants are recommended to attend a pre-meeting at the BVL before submitting their application, especially if the BVL intends to act as the zonal Rapporteur Member State. Moreover, the "Form to notify intended zonal applications" should be filled in and submitted to the BVL and the respective competent authorities in the other Member States involved at the latest 6 months before the application is due to be submitted.
