Legal Regulations for the EU Review Programme

The basis of the EU legal framework is Regulation (EC) No 1107/2009 of the European Parliament and of the Council of 21 October 2009 concerning the placing of plant protection products on the market and repealing Council Directives 79/117/EEC and 91/414/EEC. This Regulation also regulates the community procedure for the evaluation of active substances and replaced Directive 91/414/EEC in June 2011. Applications for renewal of approvals of active substances (AIR programme)

In general, new applications have to be submitted for all approved active substances after 10 years in order to review the approval, taking into account current scientific and technical knowledge. The procedure is laid down in Commission Regulations (EU) No 1141/2010 and (EU) No 844/2012 of 18 September 2012 setting out the provisions necessary for the implementation of the renewal procedure for active substances.
