In the area of health related consumer protection the Federal Office of Consumer Protection and Food Safety (BVL) aims to improve the coordination between the Federal Government and the Federal States (Bundesländer), to make the communication of risks more transparent and to manage risks before they turn into crises.

In response to the food crises of the 1990s, including BSE, consumer health protection was restructured and in 2002 the BVL was established as the authority for risk management
